王凌介绍，近年来，粤港澳大湾区建设加速纵深推进，香港、澳门积极融入国家发展大局，内地与港澳商务往来、经贸合作更加频繁密切。国家移民管理局聚焦重点区域发展战略及跨境商务活动需求，全面优化、系统调整内地企业机构及商务人员赴港澳出入境管理政策，积极助力营造一流营商环境，主动服务构建新发展格局。
一是优化申办手续。过去商务人员申办赴港澳商务签注，需要向企业机构所在地的公安机关出入境管理机构提交申请，新政实施后，申请人可在全国3400多个公安机关出入境管理窗口选择就近申办，申请材料与企业所在地一致，真正以“就近办”代替“折返跑”，为企业降本增效。
二是创新办理模式。“以往商务人员均须到出入境管理人工窗口提交申请，办理时限为7个工作日，我们通过科技赋能、数据汇聚、系统并联，为企业机构已经在公安机关出入境管理机构办理了多次签注登记手续的人员，提供使用智能签注设备办证的便利，申请人持有效往来港澳通行证可在全国任一出入境管理机构的智能签注设备上快速办理多次商务签注，实现‘即来即办、即办即走’，精准服务高频次、快节奏的商务活动。”
三是保障商务所需。商务签注持有人以往在港澳地区每次停留不超过7天，经深入调研、综合评估，新政实施后，将停留期延长至14天，更好满足商务人员长时间商务活动需求，助力商务人员广泛寻找商机、深入洽谈业务。新政将惠及全国1亿多个体工商户，以及已经登记申办多次商务签注的3万多家企业机构的商务人员。
